As has been said above: Goebbels, no doubt. The other man is Gauleiter Alfred Meyer.
not sure why i'm adding my opinion because it really accomplishes nothing as the man in question is, as HPL2008 and others state, none other than Goebbels. HPL2008 is also correct about Gauleiter Dr. Meyer.
i too would not mind seeing the back of this photograph.
I agree with all post above, it seems to be Goebbels.

I agree, I saw the back of that head and my first thought was Goebbels.
I think we can now definately conclude its it's Goebbels !!!
