this was an evaluation done on a man working in the Reichsbahn as an "beamter (official, civil clerk?). i assume that they checked his credibility as he was not a member of the NSDAP.
and the conclusion was that he was "einwandfrei (proper, free from defects)".
was this a regularity in the Third Reich?

It's a document issued by the Gau Danzig branch of the NSDAP party agency dealing with matters of civil servants/officials [Beamte], more specifically, a political/ethnical evaluation for a man named Eduard Markowitz.

No flaw was found with him in terms of his political reliability (he was a member of the NSV and a patron member of the SS) or his ethnic qualities and the recommendation was made for him to be accepted as a railway official.

Third Reich-era officials had to be both "Aryan" and politically reliable, so I am fairly certain this statement by the Party apparatus was standard procedure.

(§ 26 section 1 no. 3 of the Deutsches Beamtengesetz of 1937 expressly stated that one could only become an official if it was assured that they would "relentlessly defend the interests of the National Socialist state at all times".)

These background-checks were regularly conducted for Reichsbahn, Reichspost, and other Civil Service Personnel...In addition, it was General Policy to fill such positions with Party-Members, giving priority to Alte Kaempfer/Early Party Members ("Old Fighters") and the like...
