German hand-writing ?

Article about: Hi, Was wondering if this hand written part could be Stadt-Werkhaus? Thanks, Neil.

    A friend of mine looked at this and said that the photo belonged to a Soviet issued document, probably by the NKVD around 1940. Also, the back side, last clause indicates that if lost, the holder needs to first publish an article with the local paper that it is lost, cut it out, and then take it to the authorities for having a new one applied for.

    I do think that whoever was the onwer of this document at this time was totally involved in the persecution of others who were there at the time.

    in what department did this person work?
    from what i have read about this area so far at this time in history he could be an archivist of some of the worst acts humankind have ever commmitted!

    Well, I can only tell that he was an accountant and the green-bar would indicate some sort of restriction or a special issued ausweis for that area, say official worker...?

    I would say he was from the Stadt (= town) Werba in the eponymous Rayon (= administrative division) Werba.

    The Generalbezirk (= General District) Wolhyninen-Podolien of the Reichskommissariat (= Reichs Commissariat) Ukraine included the Kreisgebiet (= County Area) Dubno, which in turn included the Rayon (= Administrative Division) Dubno/Werba.

    Nun the less from all the background that has so far been lookeed into and shared.
    Makes this Ausweiss one of particular interest,...
    I personally will be looking into this period of time a little more closely

    So he was an administrative worker, accountant, for the city of Werba?
    And the ausweis was only issued at Dubno but was working at Werba?

    No; I did not say that. The ID document lists Werba as his place of residence (= Wohnort) and accountant (= Rechnungsführer) as his occupation (= Beruf).
    It was issued by the Gebietskommissar (= County Commissioner) for the Kreisgebiet (= County) of Dubno, which included his hometown of Werba.
    It does not have any data on the nature and location of his employer.
