Any records available to locate his service in krakau during the war?
And the individual who issued it?

All policemen had ranks. I have had a quick look for Ordnungspolizei in the GG and while I can find the Befehlshaber I can not find a listing that shows the Chief of Staff.

maybe his rank, the one who issued it, was "Chef des Stabes" of the Ordnungspolizei in Krakau?
