Was this issued to one for travel or just a national with German roots living in South America?

I'd say it is to a Uraguayan of German extraction. It gives his nationality as such but does it give his place of birth on one of the other pages?
There is no-one of that name on the Graf Spee crew list that was compiled after they were interned.
