It says "Registratur" = record office, filing department etc.
Karl Timm served with the SD-Hauptamt [SD Main Office] at the time.
"II/2" refers to its Hauptabteilung II/2 "Deutsche Lebensgebiete" [= Main Department II/2 "Aspects of German Life", later re-designated Zentralabteilung II/2 "Lebensgebietsmäßige Auswertung" [= Central Department II/2 "Evaluation relating to Aspects of German Life"].
