ID cards with a green stripe were used for persons who held provisional/revokable German citizenship. (Also note the "Deutsch auf Widerruf" stamp.)
The card holder was an Ethnic German from Trifail/Trbovlje in Lower Styria (Slovenia).
I cannot comment on rarity and value.

It is correct what has been commented on that it is a provisional Kennkarte. What is peculiar is that this type of document will only be found among citizens of what was Czechoslovakia.
It would be a similar document, although not equal, to those that we can find of the "deutsche volksliste ausweis" for the citizens of the east.
The documents of these zones and of German ancestry could have this document or the normal Kennkarte.
As for its price, this is not a very rare document to find, so it is not much higher than a normal Kennkarte in a reasonable state.
