While the recpient's details are correct my opinion is that it is a fake. I don't like the style of the document or the stamp and the signature looks poor. For this period in time I believe it should be signed by Werner Eberhardt (Chef - Abteilung Allgemeine und Angelegenheiten der Seeoffiziere (MPA I) from Nov 1939 to Jan 1943) and having see an example of Eberhardt's signature the one on the citation doesn't match it at all.
It would only take access to the Ordenstrager or one of various RK lists to determine the recipients details so that was probably the easiest part for the faker.
Agreed, Fake Document as mentioned, I'm sure there are other Red Flags with in Hand inspection.
