As I posted, that was my first thought, but the lack of anything running up to touch the wreath made me change my mind, following Ned's post, god bless him!

The same reasoning for me to change my opinion. In the enhanced image it clearly shows, although that's the only clear thing, that there isn't a eagles head that reaches the top of the badge.
