It is not so much an identity card as a letter requesting to provide its bearer with all necessary assistance. It says:

"Herr Dr. Ing. [= Doctor of Engineering Sciences] Jung
    Company: Friedrich Krupp A.G.
[= Aktiengesellschaft, i.e. a stock corporation] - Cast steel works, Essen / Ruhr
    has been entrusted by the
Reichs Minister for Aeronautics and Commander-in-Chief of the Air Force with the execution of special tasks of most particular importance for the war effort. The agencies and offices of the state and the armed forces are requested to provide the bearer of this identification document with all possible help and support. The offices of the German National Railways and all other offices of the public transportation system are requested to facilitate the acquisiton of tickets as much as possible through the issuance of a Dienstreiseausweis. [i.e. an identification document for officials entitled to free transportation on official business trips]
This identification document will be withdrawn upon the end of its validity."

This document was issued by the Technisches Amt (GL) , (GL = Generalluftzeugmeisterei) [= Technical Office (Directorate of Aircraft Procurement and Supply)] of the Reichsluftfahrtministerium [= Reich Air Ministry], more specifically by its Amtsgruppe C-E [= Office Group C-E], which was in charge of development. It is signed by a high-ranking Luftwaffe Engineering Corps official, Generalingenieur Eisenlohr.

The Krupp corporation was a major manufacturer of arms and ammunition, but what particular projects Dr. Jung was involved in cannot be told from the document.

The General that approved this pass was General-Ingenieur Dipl. Ing. Wolfram Eisenlohr. From 1 January 1938 to 31 January 1944, he was Leader of the Drive Works and Accessories Department in the Technical Office of the Reich Air Ministry.

Here a a photo of him from my collection.
