I'm afraid it was not given by one general to another, but by a Hitler Youth leader to a HJ boy. The dedication says:

(Hitler Youth members undergoing their tour of duty in the Landdienst [roughly translated "country service", "land service" or "rural service"] worked on the land and helped out in the homes of farmers.)
