Because it was never issued. It's not named to anybody, and neither is it an award document.by Dillinger022
It's a blank birthday presentation document for members of the association of veterans of the former Austro-Hungarian infantry regiments no. 76 and 83, which recruited, respectively, in the districts of Ödenburg (Sopron) and Steinamanger (Szombathely).

Was 1943 the planned issuing date or was it simply to commemorate the 157 years of the NSKRB and it's predecessors?
157 years would be an odd anniversary to specifically commemorate, so it is probably the former.
Apparently, the year on the right (perhaps even the entire design of the document) was changed on a yearly basis.
(I cannot rule out with absolute certainly that the "1943" held some other special significance for the association, but personally, I doubt it.)
1786 is the considered as the birthyear of the Kyffhäuserbund, which became the NS-RKB in the Third Reich.

Some organizations had each year their "Stiftungsfest", the year of when
they were raised (Gründungsjahr). Maybe this is what is going on here??
As far as I can remember I have not seen before such document!
