can you tell me more about this Oberst, his war path?

I have information that he have military order of Hungary(offizierkreuz), Romania(Order of the Crown) and Finland(Order of the Lion of Finland). And from Germany (Sudetenland medal).

He was born 16. April. 1888. in Brieg(now in Poland)
