Official Seal/Vignette Der SS-und Polizeiführer

I came across this vignette in a stamp lot I purchased at an auction. I've seen a couple of these that were similar, but nothing exactly like this. I searched high and low on the web and came up with absolutely nothing. Has anyone here ever seen one of these?

It reads: Der SS-und Polizeiführer
im Generalgouvernment polen

The eagle + swastika is raised slightly as well.

(The camera flash made the border + eagle appear bright white, but it is actually yellowed/tan colored due to age)

A better image is needed - I'm afraid this is far too bright. Items of this nature did exist, but the genuine examples that I have seen appear very finely detailed. This may well be as such, but the image shown doesn't offer the opportunity for an accurate assessment.
