I cannot comment on authenticity, but I wouldn't call it a stamp. It's a registration plaque [Zulassungsplakette] used on motor vehicle licence plates.

It appears to be cast out of aluminum which is correct. However the severe corrosion on the front does not seem to match the minimal amount of corrosion on the back. Just a thought.

It's most certainly not a stamp...otherwise the fonts would be in mirror writing

Like HPL2008 said it's a registration plaque for motor vehicle licence plates.

Personally, I wouldn't be concerned about that. If this is an issued and used tag, the obverse was exposed to the elements, whereas the reverse was protected.
