The monument in the background is Abstimmungsdenkmal - build to commemorate the victory in the plebiscite of 1920.
It was demolished post-war and the area around it is a city park in today's Olsztyn, Poland.

It is interesting to point that plebiscite took place in the worst time for Poland, when Polish-Soviet War was going badly for Poland. As a result many Poles in East Prussia, voted for Germany in fear of Poland being overran by the Soviets including the East Prussia as part of Poland.
