Photo of the officers from 4th Panzer Group taken in 1941 in Allenstein, East Prussia before the Operation Barbarossa.
The monument in the background is Abstimmungsdenkmal - build to commemorate the victory in the plebiscite of 1920.
It was demolished post-war and the area around it is a city park in today's Olsztyn, Poland.

I hope some will find it interesting.

The one you show is for Oberschlesien (Silesia). There were numerous plebiscites in 1920-22 period along with some fighting.

Here is some info on East Prussian plebiscite - East Prussian plebiscite - Wikipedia, the free encyclopedia
It is interesting to point that plebiscite took place in the worst time for Poland, when Polish-Soviet War was going badly for Poland. As a result many Poles in East Prussia, voted for Germany in fear of Poland being overran by the Soviets including the East Prussia as part of Poland.
