The signature indicated might well be that of Oberst Hans Poetsch who finished the war as a Generalmajor. This is his bio... Generalmajor Hans Poetsch

I believe this is some sort of 1939-dated weather report written by the same Luftwaffe individual that's the subject of the previous documents.

It's weather information from the Regensburg weather observatory of the Reichswetterdienst [National Weather Service] provided in preparation for a flight from Regensburg to Ingolstadt with scheduled take-off at 1600 hrs. on 25 July 1939.
Gefreiter Listl was merely the recipient of the report; the signature of the consulting meteorologist is at bottom right.
