A quick check of my books note that Ribbentrop had arranged a 'big demonstration of European solidarity' in Berlin for November 22nd, followed by a round of receptions for new signatories of the anti-Comintern pact. This included the Hungarians, Romanians and Italians. The Turks were invited but refused to attend and Vichy France was not invited. Hitler had returned to Berlin from the Wolfsschanze and on November 27th learned that talks between Japan and the USA had broken down and had a private meeting with Ambassador Oshima. On the 28th, Hitler learned of the US ultimatum to Japan and on the same day sent Ribbentrop to meet Oshima. Hitler and Ribbentropp returned to East Prussia on the 29th by train, discussing the Japanese situation en route.

All the Axis countries then met, in what seems to be the renewal of the Anti-Comintern pact at the end of November 1941.

Hitler was also notified that the Wehrmacht had suffered its first tactical defeat in the east at the Battle of Rostov 27 1941 November after seven days of Franz Halder authorized the withdrawal and the 1st Panzer Army back to the Mius River after the Army had suffered an estimated 20 thousand casualties in the city assault.

Just to add to this, there's quite a bit about this meeting in Ciano's Diary, dated 24th November. He devotes nearly a page to the meeting, starting with ' I add here something more indiscreet ...the atmosphere of the anti-Comintern meeting was truly singular....the Germans were the masters of the house, and they made us all feel it.... their European hegemony has now been established...it is best to sit at the right hand of the master of the house' etc......

The meeting must be covered in other books, but I don't have the time to dig them all out !
