The man is not an officer as he is wearing the standard other ranks kepi. He is a look alike but it is not Heydrich.

When did Heydrich become an officer in the SS? I know he was latter promoted to Major by Himmler but when he was first hired what was his rank?

Heydrich entered the SS as an officer as he had been an officer in the Reichsmarine.

Officially, he joined the SS as a mere SS-Mann on 14th July 1931; but this was pretty much a technicality, as he was already commissioned as a Sturmführer less than a month later on 10th August 1931.

Later that year came additional rapid promotions to Sturmhauptführer on 1st December and Sturmbannführer on 25th December.

His final rank at the time of his death in 1942 was SS-Obergruppenführer und General der Polizei.

The rank of Major did not exist in the SS; but Heydrich did hold that rank as a reserve officer in the Luftwaffe.

From his service in the Reichsmarine, he was also listed as an Oberleutnant zur See a.D.
