    While it would not be perfect Google translate would give you a fairly decent translation for a typed document like this. The same would apply to your other posts I think.

    I would not be qualified to guess who signed it but it is a Kreis level which is a mid level functionary, so would think it would be difficult to tell.

    Edit: I hate auto correct...fixed some weird typos
