No, not all consumers products were taxed, only stuff like tobacco, booze, coffee and similar.

Here are my 2 packets of these papers, neither with a tax stamp. I've seen lots of these, most without the stamps, but a lot of them came from two large boxes full of these packets, but I cant remember whether the box was stamped.

The difference in printing came about due to wartime austerity measures. Wasteful use of resources such as extra colours being used was prohibted.
