Hi Kyle construction and material has alot to do with it.
Do you have a pic of what you are looking at?
And most mine flags are confused with the common gas flag.

They look original , like mine . Can't really comment on the price , seems fair , try to beat him down to 50\60 so you pay 20 or less each . I have seen these with ink stamps , that I believe are done post war , that ruins them . These are also often mistakenly call Mine warning flags .
