Yes they are German. From the height of the boot I would think officer.

From these pics it's hard to say.
At best, due to the features they could be pre TR era private purchased boots for NCO....or postwar firemen boots a little bit embellished...tough call from these pics...

How tall are these boots ? Did field grade officers wear these type boots ( with hobnails and horseshoe heels ? IF officers wore such boots , how tall would they be ?
I have a beautiful pair with smooth leather sides, back and toes but over the top of the arch is a more textured leather ( pig skin ? )
My boots are 18 inches tall.
