It looks like someone deliberately removed the second leather and D ring and possibly the button to close the right side of the flap. Why is anyone's guess, perhaps to make it easier to access the contents with one hand?
i also think that they are removed anyway i wait for experts opinion too after the new pictures

Nice original bag Greek I agree with Dan it does have a look of a HJ or political Bread bag. What Tom is saying is if there is a piece of fabric sewn in the inside where there are two compartments a divider in the middle WW1 or some I have seen come that way they also come in a variety of colors Ochre, Tan, FG etc. they also had only one D ring for canteen and loop for mess kit on the outside. Yours is original and I have seen period pictures of them in wear in the field especially late in the war. timothy
