I know its some form of nautical measuring device, but i cant think what, a form of height /rangefinder, an horizon degree device, ive seen something similar, but i cant remember what its for, i know you can adjust the length by adding the extra pieces, and you can read off the degrees around the outside circle, similar to a compass, but other than that, i cant think
