It seems to me that I remember reading somewhere that the rifled inserts made the flare gun into an actual fire arm, and so illegal....?

i dont think so. as long as i dont own the gun i should be fine and it wont be trouble if i dont own the ammunition as well. i think its illegal if you have the gun, ammo etc. this is just an insert.
