Correction - Signals field phone related. It was one of 3 Tornister packs with field phone equipment for the small phone squad. Here is a page from my booklet on the subject. Your example is missing the interior shelf unit. NH

Here are two photos of the shelf units. The small collapsible reels were kept on the shelves. These are often missing and my guess is they were removed post war to turn the Tornister into a more useful backpack for clothing and so forth. NH
yes this can be real very impractical for everyday use of tornister.i hope that complete examples are out there...
