Unsure of the country of origin but I don't know what MESH goggles would protect against???

maybe they are motorcycle goggles so a bug doesn't hit you in the eye I don't know.

Plus they won't fog up or smear....

Perhaps they could have been used by AFV/tank crews to protect the eyes against 'spalling' when a projectile hits the vehicle without penetrating but causes small pieces of metal interior plate to break off and fly around the compartment??

I know they used a similar idea in tanks during WW1.

I think the WW1 goggles were made out of metal because I don't think mesh could stop that but I could be for something similar.
