Don't know what it is, but doesn't look particularly german to me : brass fitting, flap closure.... the metal fitting remind me of french equipment, but I am unsure.....

I think it's for the MP MAT.49 ( french ) and for the cleaning tools
with the black leather, it's maybe for the " gendarmerie "

Yes, the hardware is French. I had a wire cutter and pouch with the same hardware on it. NH
