Interesting Collar Emblems

Gents,

Here is another pair of collar insignia I've had for quite some time and was wondering if anyone has seen these before. They are very old and not even sure if they are military? Just curious for I attempted to perform some research a bit ago and came up with nothing.

I'd say these are for shoulder boards and not collars , I've looked around but not seen a similar example .
