city hall records are very inacurate, it was eather in september or november 1940.
Records have it listed in september and historic archives have it in november, so theres a 2 months time frame, where the photo was taken.
I will give you another example, there was a HJ colony in lisbon, in mid-war it was shutdown, but no one know exctly when.
These situations were caused by the end of fascism in the 1970`s, during and after the rebelion most of the records were destroyed, along with uniforms, flags, etc....
