If i didnt know better i'd say it was Knights of the round table, but i'm thinking its some form of Holocaust memorial, but why the figure plates around it

Perhaps a Beer Hall Putsch memorial of some kind? Bavaria?

It is an SS memorial: what unit for? And location. Clue: the location is in the home country of the unit.
It was blown up in 1945.
