I have this Japanese Paper Fan, when I bought it years ago I was told it was issued to the Troops... right... as it is paper it would not stand up to much use, with that said, can anyone translate what is written on it?

Quite interesting one.
I don't know if it's an original piece...
It's written by Hideki Tojo (東條英機). Probably massively produced during that period.
必勝必成 (Hisshou Hissei) - Certain Victory Certain Success
陸軍大臣 (Rikugunn Daijinn) - Army Minister
陸軍恤兵部 (Rikugunn Juppei Bu) - Army Military Relief Department.

It's a fan, and they were used up, destroyed...
