New Unknown Russian Fedration Order/Medal
Hello! I was given this order/medal from my uncle, who got it from his wife’s brother, who served in the Russian army. After doing some research, I believe that is might be an award for National Air Defense, but I am not too certain. I am open to any opinions. (I didn’t know if I should post this in USSR medals/orders or here, since it is modern.)

This Order/Badge belongs to the Ministry of Defence, but I still cannot find any clues as to what it was given for. Does anyone know what this order/badge is called? Does anyone have any info on it? Thanks!

The eagle on top of the order corresponds to the arms of the Ministry of Defense. The emblem in the center is similar to today's medal "for excellence in education" (Википедия). I hope this information will be useful in further identification of the medal.
