I think we all want need to have a sense of connection, community. If that connection is not established within a context of being valued, opportunity, and acceptance, then people will act out. If enough of these 'outsiders' come together, they will establish their own networks that run afoul of society. If you don't want to have people adopt these alternative groups as their networks, it is best to create conditions so this will not happen. That is not easy to do without a re-thinking about what sort of society one has and wants to have. This definitely the case in the U.S. as well.
