Correction on the model, it's actually a M1918/63. Sorry for the confusion.
No, it does not indicate the year that the helmet was made. the /40 and /63 indicate the years that changes were made to the design. In 1940 the shape of the shell was changed slightly and it want from a full liner ring to an open ring. In 1963 another liner change was made, omitting the eyelets and going to a folded seam where the adjusting lace pulls through. You might also see it written that there was a /43. This one is a matter of interpretation as in 1943 a directive was issued that all M1918's be painted matt black. No changes to the helmet or liner were made, just a color change so most would argue that it was not actually a "model" change.
I got a 1918 for $30, including shipping. No real history to them, but a nice piece to any helmet collection.
