Can anyone tell me what this badge says?

I was able to contact someone from the Russian State Museum and they gave me the following information on this particular badge. "Emblem of the awarded government officials who directed the work on the land-unit of the state peasants (assigning plots, the preparation and issuance of "ownership" of records, etc.) in one of the provinces of the Russian Empire at least six months."
