Hello, the reverse is the same with the obverse?

I'm asking because if the picture on the other side looks like this then it's the order of Saint Vladimir, instituted on the 22nd of September 1782.

Sounds weird. Here are some more info on the award:
THE ORDER OF ST. VLADIMIR was founded on 22 September 1782 by Catherine the Great in commemoration of her 20-year jubilee and was arranged in four classes. It was awarded for services with Honor in both civil and military fields. When awarded for Military Merit the insignia came with swords and, when awarded on a further occasion, with swords surmounted. If awarded in the fourth class for long service the details were inscribed on the horizontal limbs of the cross, and when bestowed on non-Christians the Cross on the star was replaced by the Imperial eagle.

I wish to see if anyone here can tell me which class these medals may be. They are one in the same, on Tsar Nicholas II, approximate date, March 1917.
These were taken from the book: "The Lost World of Nicholas and Alexandra - TSAR", by Peter Kurth. They are part of the Nancy Leeds Wyncoop Collection.
I will have better photographs to compare soon, however if you may know of these, it is greatly appreciated.
