Country: Kars district of Turkey under Russian rule.
Time: 1878 -1917
Letters on the cap constitute an acronym for some local civil service , probably communications.

Very nice photo of EM of the Kars Fortress Sappers company. The company was formed in February, 1895, but this model of uniform was used till 1908.
