This is a new piece I bought last week here in Brazil from a Russian family, the medal and ribbon were inside a small frame and the lid of the original box was behind the frame.

Esta é uma nova peça que comprei na semana passada aqui no Brasil de uma família Russa, a medalha e a fita estavam dentro de um pequeno quadro e a tampa da caixa original estava atrás do quadro.

I was in doubt about the Manufacturer. Is it "Keibel", St. Petersburg?

Looks like a quality tooled piece. From those marks I would think fairly easy to identify maker. Have you tried an internet search?

I did a great search and found similar stamps but in another Order of OF THE WHITE EAGLE. The research was done by the name "Keibel"

Eu fiz uma grande pesquisa acabei encontando carimbos parecidos mas em uma outra Ordem a de OF THE WHITE EAGLE. A pequisa foi feita pelo nome "Keibe"
