    It was minted to commemorate the Inauguration of the Memorial to Alexander II, in Moscow, on the 19th February 1898. He had been assassinated by bomb in 1881. There is also a smaller version in copper. Both crop up at auctions every now and then, the silver one seems to go for in the region of $250 or so.
