1945 Spanish pass

Hi,

This is not exactly a war used document but is related. Used/issued by the Spanish in 1945, can one tell if it was a war-issued pass of some sort and what where the conditions for using it?

i'm new there and, firts of all, sorry for my very bad english.
This document look like a passport page, authorizing this lady to move in the border-zone beetwin Spain and France [in Catalonia], from a town to another one, in October 1945.
