He appears to be wearing a 3rd Reich era RAD tunic. His physical appearance appears to be Japanese, not Chinese.

I notice there is no insignia on his cap which might indicate that this individual was not a German citizen.

Could be another Korean volunteer, like the one US troops captured in Dday. I notice the soldier on your photo is missing shoulderboards aswell.
Very interesting for me to see this photo.
To me he is more like a European than Asian.
Maybe a mix, who knows.

As has been said above, an RAD member. Collar patches are the 1942-pattern. The lack of shoulder boards is actually not unusual; the basic-level rank of Arbeitsmann (non-volunteer) wore none.
