I couldn't say what it is at the very momment, but it gives a slide french "restauration" (1815-1830)periode impression.
And probably not military.

Some semi educated guess work here as this not my area of collecting but it looks like some sort of Court Officials' sword from one of the German states or Austria. Late nineteeth/early twentieth Century. The frog stud on the scabbard is very Germanic looking.
The monogram - could it be FA ? - Frederick Augustus III of Saxony perhaps.
where to place?
Defenetly court sword. Problem is they come in so many different forms, mainly personalized to the owner. I would also think the initials refere to the owner....
It could very well be German , Austrian, even South American, as thise type of swords was used by most nations.

I agree with Richie that the scabbard is reminiscent of late eighteenth century German design , and is a diplomatic type example , but i will have to do my homework regarding country of origin !
