What was the purpose? Evaluation? Training? Or was there a plan to manufacture and use the weapon?

Most likely an experiment to see if they could produce this weapon quicker and better than the ones they already were using. In a war, speed and quality is important.

Most likely they didnt produce them because of the mag sticking down. Even the germans favored the ppsh over the Schmeisser.
