I can't ID it, but it has definitely no connection to Langemarck. Its personnel didn't wear armbands, and the Trifos on the unit's distinctive collar patch was of a different design anyway (with rounded outer arms).
[Incidentally, the angular design as seen here was also used as the company logo for Ewald Lüneschloss of Solingen (see 27th SS Volunteer Division Langemarck backpack.?? ) but that's obviously not the answer, either.]
I would say the armband is either from some yet-to-be identified non-German Nazi-/Fascist organisation (perhaps even a post-war Neo-Nazi movement) or a fantasy piece. My gut feeling is that it is the former.
Looks like a mix of the right wing parties of South Africa to me, the 3 7's of Terre'blanche's right wing party and the Nazi party of South Africa:
Nazi Party of South Africa
Right Wing Afrikaner flags (South Africa)
"Per Ardua"
The color combination/composition of a black symbol in a white circular field on a blue background also reminds me of the Brazilian Integralist movement, but their symbol was the Greek letter Sigma (Σ).
I was also thinking Afrikaner Weerstandsbeweging
