Hi Stefan, my VERY limited Spanish would read it as "Local Leadership"?

If not mistaken, its a local or municipal place, for example: to pay traffic fines. A sort of financial office.

Hello,
Jefatura is like local area council office.
Normally you would say in Spanish, jefatura de Madrid (office in Madrid) or jefatura local de Madrid. ( the local office in Madrid)
As nuno said it would mostly deal with fines and things to do with vehicles.
I guess the English equivalent would be Dvla office.

Nice flag Falange !.... Jefatura Local was not only to control fines, was the party headquarters in each city.

Is forties vintage.

Jefatura Local means the local Falange office, usually at any important village there was one... although not all of them received such banners or regalia.

They had nothing to see with traffic or minor offences!!! they dealt mostly with party membership and during the early forties as a sort of auxiliary control force, very much like in the Italian Fascist party of the day.
