Hello, nobody knows anything about this hat?
Looks like a "ustacha" service cap to me, but I'm no expert.
I think you're right that the insignia is of Croat origin, and the 'U' would stand for Ustache, the pro-Nazi and Fascist ruling party of the Croatian puppet state. The insignia further up on the cap I haven't a clue about. As for the ink markings, Koprivnica is definately a northern Croatian city, and 1944 possibly refers to the year of manufacture or issue or similar. As for the cap itself, I'm not the person to ask about it's authenticity or who would've worn it I'm afraid.
I found a website with plenty of examples of the upper button on that cap. It supports everyone's claim of it being a Croation cap.

Oh, I see it now, the top badge has the initials "AP" on it. I didn't realise until I looked at your link. In that case, I think it might be reference to the Croat dictator Ante Pavelic, an ally of Hitler and Mussolini who managed to escape international justice after the war with the help of the 'ratlines' set up to help German and other axis war criminals reach the safety of Argentina and other countries where the local government were unlikely to have them extradited.
Edit: Whilst looking for a picture of Pavelic I found one him wearing a peaked cap who's insignia is quite similar to the lower one on this cap.
Obviously this is a recoloured image, and I haven't a clue how accurate it is, it could even be the case that Pavelic's cap and uniform are similar colour to this one in real life.

I am not convinced this is an original cap. It is badly made and exhibits no wear at all.
