Police Bayonet question

Regarding police bayonets, is it possible to differentiate between a municipal-urban to rural? How are they different? somebody knows??

The color of the scabbard and/or the property markings,if any, on the cross guard. The scabbard s are black for municipal and brown for rural. I don't know that there is another way to tell.
