Certainly fake. The Berlin in the makers mark is enough to give it away. These reproductions have been around long enough to show some age.

What is it meant to be? Total fantasy piece or is it based on something real? It sort of looks like an Eastern Peoples, or Diplomatic service Adler? The dagger is backwards in the scabbard BTW
